Base run 1-200, enumerated contiguously and sourced for 2016-17 alone; nothing inherited from a sibling season. tcdb parent sid 136900 states "Total Cards: 200" and the highest card number rendered anywhere in the set is 200 (https://www.tcdb.com/Gallery.cfm/sid/136900/2016-17-Panini-Court-Kings?PageIndex=20), so the header and the rendered run reconcile exactly and no numbered block sits past the base run (EXTRACTION_SPEC 5.3). The run is TIERED into five tiers recorded in base_card_tiers.csv: 1-100 unlabelled by tcdb, 101-125 "Rookie I", 126-150 "Rookie II", 151-175 "Rookie III", 176-200 "Rookie IV" - 100 + 4x25 = 200. THE SAME 25 ROOKIES REPEAT IN ALL FOUR ROOKIE TIERS at different card numbers, so 200 base cards cover only 125 distinct players and base cards must never be deduplicated by player (caveats CAV-020, base_card_tiers structure).
