base_set_size 200, ENUMERATED not taken from the header. tcdb's parent states "Total Cards: 200" (https://www.tcdb.com/ViewSet.cfm/sid/149101/2016-17-Panini-Excalibur) and my own contiguous enumeration returns exactly 200 distinct numbers 1-200 with no duplicate and no hole: https://www.tcdb.com/Checklist.cfm/sid/149101/2016-17-Panini-Excalibur?PageIndex=1 (73 rows, span 1-73) and ?PageIndex=2 (76 rows, span 101-176), topped up by https://www.tcdb.com/Gallery.cfm/sid/149101/2016-17-Panini-Excalibur?PageIndex=8 / 9 / 10 (71-100) and ?PageIndex=18 / 19 / 20 (171-200). The 71-73 and 171-176 overlaps agree row for row between the two endpoints. cardboardconnection agrees in words: "the 2016-17 Panini Excalibur Basketball checklist incorporates full-bleed action shots into the base set with 200 cards to collect" (https://www.cardboardconnection.com/2016-17-panini-excalibur-basketball). NO BLOCK PAST THE BASE RUN: not one of the 200 rows carries AU, MEM or EXCH on either endpoint - the only flag token in the base run is RC - so EXTRACTION_SPEC 5.3 does not fire and nothing is excluded. All nine base parallels independently state "Total Cards: 200". Cards 181-200 are retired legends and 1-180 then-current players, but no source names that subset, so card_tier is empty on every base card and no base_card_tiers.csv is written - see gaps G-004.
