SET-SCOPE PARALLEL of the Emblem insert set, print run 10. ENUMERATED, NOT SAMPLED: tcdb's sid 154343 states "Total Cards: 20" and renders ALL 20 of those rows in one fetch, and the DISTINCT flag-token set over every one of them is exactly {MEM, SN10} - no row renders anything else, so this tier is NOT per-card variable. ⚠ A PRIME MEMORABILIA TIER THAT IS *NOT* PER-CARD VARIABLE, on a release where four others are. All 20 of its 20 rows carry the identical token. This is the counter-example that stops 'Prime tiers vary' becoming the next false structural prior (CAV-050). tcdb's Inserts.cfm Notes cell for this row carries an image-completion percentage or is blank - the Insert Sets section of that page contains ZERO serial statements in any format - so the Notes column licensed nothing here and was not used (CAV-036, per-section split measured on this parent). cardboardconnection states no print run for this tier, and an editorial checklist omitting a figure is not a statement of fact (EXTRACTION_SPEC 2.1), so source_confidence=single rather than multi even though two sources were open.
