Row-level probe on https://www.tcdb.com/Checklist.cfm/sid/203223/2018-19-Panini-National-Treasures-Rookie-Patch-Autographs-Limited-Edition renders "Total Cards: 48", the single token "SN20" and no other distinct SN token, lowest card number 101 and highest 150. tcdb also states the run for this tier in words in the per-set Notes column on https://www.tcdb.com/Inserts.cfm/sid/198282/2018-19-Panini-National-Treasures : "Serial numbered to 20. #101-150 only. #142 and #144 do not exist." . scope_type=set rather than block: the thing this scopes to is a row in sets.csv, it sits OUTSIDE base_set_size so it could never be a base card tier, and a block row would resolve to scope_set_id NULL unconditionally under migrations/003_parallels.sql.
