THIS RELEASE HAS NO PACK-COMPLETABLE BASE SET AND THIS ROW IS THE WHOLE NUMBERED RUN. Every one of the 298 issued card numbers renders the flag token "AU"; there is no unsigned or unnumbered run anywhere in the product. cardboardconnection states it in words on https://www.cardboardconnection.com/2016-17-panini-preferred-basketball : "Technically the base set, the 2016-17 Panini Preferred Basketball checklist consists of multiple signed inserts, each with a distinct look and on-card signatures." The numbering is 1-300 with exactly two numbers not issued, 50 and 203, so 298 distinct issued numbers, which is also what the parent header states (https://www.tcdb.com/ViewSet.cfm/sid/154373/2016-17-Panini-Preferred renders "Total Cards: 298"). EXTRACTION_SPEC 5.3 cannot be applied here: there is no base run for the AU blocks to sit past, and excluding them all would leave base_set_size=0, which migrations/002 forbids. The six blocks that make up this run are ALSO filed as their own sets.csv rows below, because that is the only way a consumer can see them.
