Plain 1-15 numbering; lowest '1 - Patrick Ewing', highest '15 - Allen Iverson'. No serial token on any row. tcdb 'Total Cards' and checklistcenter agree on this count; two independent sources. Count is DISTINCT CARDS (section 5.4 unit 1): tcdb's own checklist renders that many distinct card identifiers. Set and count read from https://www.tcdb.com/ViewSet.cfm/sid/199502/2018-19-Panini-Select-Top-Selections ('Total Cards: 15'); name and count cross-checked against checklistcenter at https://www.checklistcenter.com/2018-19-panini-select-basketball/. Listed on the parent inserts page https://www.tcdb.com/Inserts.cfm/sid/194154/2018-19-Panini-Select.

Checklist · not documented
This set has a recorded count of 15, but the card-by-card checklist is not yet in the catalogue. That's an open research question, not a statement that no checklist exists. If you know a source that documents it, tell us — a pointer to one is exactly what closes these.
