THE BASE CARDS ARE THEMSELVES SERIAL NUMBERED /49: the DISTINCT serial-token set over all 100 rows is exactly {SN49}, enumerated and not sampled, and Panini America's own blog states "there are just 49 base sets that can be completed." at https://blog.paniniamerica.net/the-panini-america-quality-control-gallery-2017-18-vanguard-basketball-50-images/. The run is NOT tiered - one flat print run - so no base_card_tiers.csv is written. PAST base_set_size: cards 101-160 are a separate numbered block carrying AU (and MEM from 131) and are EXCLUDED from the base set per EXTRACTION_SPEC 5.3; they are the Rookie Signatures and Prime Prospects Signatures rows in this file. tcdb's parent header says "Total Cards: 155" and is a ROW count of an INCOMPLETE page, not a count of issued numbers - its own Gold parallel sid 184202 states "Total Cards: 160" and renders all sixty of 101-160.
