AUTOGRAPH-RELIC BLOCK FILED INSIDE THE PARENT CHECKLIST WITH NO SID OF ITS OWN - it appears nowhere in https://www.tcdb.com/Inserts.cfm/sid/172665/2017-18-Panini-Spectra (68 insert rows + 10 parallel rows, none of them this set). It occupies cards 101-135 of https://www.tcdb.com/Checklist.cfm/sid/172665/2017-18-Panini-Spectra?PageIndex=2 , every row flagged "AU, MEM, RC, SN299" except card 106 (Josh Hart), which renders "AU, MEM, RC, SN30". The block's end was read off the last rendered page (highest number 135, Jordan Bell), never off the parent header. Per EXTRACTION_SPEC section 5.3 it is EXCLUDED from base_set_size. Name and size from two editorial sources: checklistcenter "Rookie Jersey Autographs Set: 35 Cards - Serial Numbered #/299" (https://www.checklistcenter.com/2017-18-panini-spectra/) and cardboardconnection "Rookie Jersey Autographs Set Checklist - 35 cards" numbered #/299 (https://www.cardboardconnection.com/2017-18-panini-spectra-basketball-cards). THE SET'S OWN PRINT RUN IS NOT FLAT AND BOTH EDITORIAL FIGURES ARE REFUTED BY ENUMERATION: the rendered tokens are SN299 on 34 rows and SN30 on one (confirmed twice, under ?PageIndex=2 and ?PageIndex=2&sort=0). sets.csv has no print_run column; the figure is recorded here in words and gapped. Six parallel tiers exist for this block and none of them has a sid either - they are rows 101-135 of the BASE parallel sids; see parallels.csv.

This set has a recorded count of 35, but the card-by-card checklist is not yet in the catalogue. That's an open research question, not a statement that no checklist exists. If you know a source that documents it, tell us — a pointer to one is exactly what closes these.
